Inspection by Russian Advisors of the Branch Prison
and the Detention House, Canton.

On the removal of the Ministry of Justice to
Hupeh, the Judicial Reform Committee was at the same time
removed there, in order to consider plans for the reform
of the judicial systems of all China.
Some time ago,
the Kwong Tung Judicial Investigationand Reform Committee
had sent some commissioners to various districts to report
on the judicial condition of the Province, in order that
a working basis might be found from which to begin the
work of reform. In view of the corruption in the prisons
in Kwong Tung and of the many complaints that have been
received, Dr. Ngai Lap O Sz Wai Hi and Choustiere, Russian
Advisors to the Commission of Investigation, were of the
opinion that in the present age of judicial reform, no
time should be lost in carrying out the investigation and
making improvements, and therefore at 3 p.m. on the 14th
instant they went with Tsin Man Ki, Secretary of the
Criminal Section of the Judicial Bureau, and Cheung Heung Shang, Secretary of the Investigation Commission, to make an inspection of the Canton Branch Prison in Ko Wa Lane, Tai Tung Road, and the Canton Detention House. Lai and Keung, Superintendents of the Prison and the Detention House respectively, received them and took them to show
them round. The Branch Prison in Ko Wa Lane is divided
into 8 sections, viz, South 1, South 2, South 3, South 4,
